CEBC 2025 Kansas Legislative Session Updates

Since its inception, the Clean Energy Business Council has focused on addressing issues impacting clean energy businesses in Kansas. Most recently, members worked with the Utilities committees and industry members to update net-metering and parallel generation policies in the state. The work was undertaken at the behest of policymakers who sought to ensure that Kansas policies strike a balance between a desire for strong consumer protections, the ability for clean energy businesses to operate with foundational guidelines that provide clear direction and certainty, and ensure reliability on the grid, regardless of the utility's size.
To this end, Clean Energy Business Council members were involved in negotiations that ultimately were passed into law. HB 2527 in 2024 and HB 2149 in 2025. As a result of HB 2149, the Distributed Energy Retailers group was established to create the industry form required by installers beginning July 1, 2025. With legislation at the federal level impacting Clean Energy Business Council members, the organization finds itself at the forefront of engagement with policymakers to ensure that policies aren’t enacted that make doing business in the clean energy sector more difficult. We believe Kansans should have the ability to adopt readily available technologies for their energy use as they deem best for their home or business, without government interference that impacts the availability of energy options.
In addition to our work in the policy space, CEBC co-hosts with the Kansas Department of Commerce an annual Energy Conference in the fall.
